Integrate the Chapter 3 governance artifacts into one coherent operating model rather than separate templates.

- Policies/standards are not the same as processes or tools.
- Measures should show whether governance is operating.

Do this in order
- Lay the charter, RACI, issue workflow and policy/standard artifacts side by side.
- Trace one Meridian definition dispute through the operating model.
- Identify any role conflict or missing decision authority.
- Revise artifacts until the path from issue → decision → accountability → evidence is coherent.
Meridian application
Resolve the Sales-versus-Finance definition dispute defined by the curriculum map.
Create / save
Integrated governance operating-model packet.
Stop / boundary
Stay inside the current source/skill boundary. Do not pre-learn later chapters or engineering depth.
Completion gate
A stakeholder can follow one governance issue from detection through decision and evidence without contradictory ownership.
