Chapter mental model
Chapter 9 governs information that lives mostly outside relational databases: documents, records, websites, email, chat, images, media, scanned forms and other unstructured or semi-structured information. The goal is not merely to store files. The goal is to make information trustworthy, findable, usable, protected, retained for the right time, disposed of appropriately, and defensible when auditors, regulators or courts ask for it.
A useful chapter spine is:
PLAN → CAPTURE → TAG/CLASSIFY → CONTROL/VERSION → RETAIN / HOLD / DISPOSE → SEARCH/RETRIEVE → PUBLISH/DELIVER → AUDIT/IMPROVE

Artifact 08 rule
Chapter Review / Error Repair remains performance-driven. It should be populated only after real learner misses, slow recalls, repeated confusion pairs or timing problems exist.
