When the user eventually starts Chapter 2

  1. Open the complete Chapter 2 Data Handling Ethics source.
  2. Use the NEW CHAPTER BUILD prompt.
  3. Read the entire source before drafting learner materials.
  4. Build the internal blueprint before drafting.
  5. Build 01 — Guided Learning Guide first.
  6. Emphasize only the ethics concepts, dilemmas, best-action reasoning, principle comparisons, privacy-law principles, online-data issues, risks, culture, and governance relationships actually supported by the controlling DMBOK chapter.
  7. Create only chapter-appropriate supporting artifacts; do not force technology or coding into Chapter 2.
  8. After source/QC completion, evaluate the Meridian ethics/decision lab.
  9. Do not automatically continue to Chapter 3. Each later chapter remains USER-DEFERRED until the user deliberately starts it.

Until that future instruction arrives, continue only non-chapter repository infrastructure, navigation, source-parity, archive, evidence, environment, and QC work.
